If Democrats win the House and Senate at midterms and have a veto proof majority in the Senate (EDIT: or House), then yeah, maybe they could pass a new bill that repeals all these things.
If they don’t have a veto proof majority, then Trump will just veto it.
(My bad, I had forgotten that it’s possible for the House to cancel a presidential veto with a large enough majority also)
I mean, I think it’s possible for them to care less
