Unlike past deployments, they’re using Guard from other parts of the country to increase the odds of the occupying army shooting Americans.
Guard members will carry their service-issued weapons, which may include pistols or rifles, and “detentions may occur leading to arrests,” a spokesperson said.

They had ammo at Kent State.
They could afford ammo at Kent State.
The Federal government can always afford ammo.
Regardless, a weapon should never be drawn unless you intend to use it.
A rifle doesn’t have to be drawn. My sling in Iraq kept my rifle ready to put on target at all times. Here is an example of one:
